You Receive The Error MMC Cannot Open the File C:\Winnt\system32\eventvwr.msc

1) Go to Start>Run>Type CMD and hit OK

2) Type regsvr32 C:\Windowssystem32\msxml3.dll and then hit enter.

This will solve your issue.

In fact, any Windows Server admin snapin tools will not open and have a similar error, like Active Directory. The issues occurs when the DLL msxml3. becomes unregistered. See the fix below.
